	Overview The main purpose of this chapter is to determine traffic parameter, specially speed. Speed measurements are most often taken at a point (or a short section) of road way under conditions of free flow. The intent is to determine the speeds that drivers select, unaffected by the existence of congestion. This information is used to determine general speed trends, to help determine reasonable speed limits, and to assess safety.
