E) Community based organizations (CBOs) which may or may not be effective to raise global issues :- Gandhi was a great admirer of village organizations something like CBOs. They are specific, small groups formed for specific goals. They are governed by the traditions, conventions and institutions of the local people. They are formed mostly as mutual interest groups and have played an important role in empowerment. They can generate their own resources. They organize self-help, promote participation and transparency in the system, and are a source of mobilization of people. Yet, most of them remain dependent on contribution from the government, bigger NGOs, corporate sector or banks. Some of them are doing well but in most cases they remain dependent on government for training and resources. Moreover, they cannot think for the whole system. They have to be linked with larger groups which think and act on behalf of regions, states and the nation.
