F) Spontaneous development of organizations or institutions around certain values or movements :- From time to time, as per the needs of the time, society produces spontaneous groups for promotion of a certain cause. In the times of crisis such groups play an important role. There are ample examples of such initiatives in both larger political space and at the grassroots level in disaster management. However, they have a limited span of life. They emerge as per specific requirements and collapse eventually. They are unlikely to be a source of constant reforms.
