Special category states are mostly the border and hilly states. They not only have economic problems but they are also witnessing several other social and political problems. They are important from national security point of view. Among the second category states there is very large variation in development. Among them Bihar is the poorest state. Punjab and Maharashtra are the richest states. The ratio of per capita income between the poorest and the richest states is above 20. Uttar Pradesh, Rajasthan, Orissa, and Madhya Pradesh are a few other backward states of India. There are also regional variations in the level of development within states. Some districts (and blocks within the districts) are more advanced than others. Comparison of Human Development Index (HDI) based on income, education and life expectancy, for different states, districts, blocks and villages would reveal the nature and causes of regional variations in the development. The Eleventh Five Year Plan produces Gini-coefficients to exhibit the degree of disparity between districts in different major states. Some villages and urban wards have special problems. The District Level Plans were supposed to guide the development administration in developing the underdeveloped areas.
