Backward regions

Under the Nehruvian model of development all regions of the country have not benefited equally in terms of development and modernization. Some states like Gujarat and Punjab have advanced; others like Bihar and Orissa are lagging behind. Moreover, within both advanced and backward states there is huge diversity in terms of development. Thus a need was felt to identify the backward states and regions and evolve plans for their development. For the first time, for development planning, the Planning Commission has divided all the states of India into two categories:

(i) Special Category States:

  • North-Eastern States (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura)

  • Himachal Pradesh

  • Jammu and Kashmir

  • Uttarakhand

(ii) Non-Special Category States:

  • (all other states)
