As far as the sanitation system was concerned, while the eastern side of the city where the cantonment was located was directly under the municipality and was executed rigorously, the western side of the city was given on contract. The European who got the contract made provisions to clean only the main streets and decided that the narrow lanes and by-lanes were the responsibility of the inhabitants. This meant that two-third of the city was not cleaned at all. The municipality committee was appalled by this neglect but could not take any punitive action against the person. They managed to tighten the terms of the contract ensuring that only the blind alleys and cul-de-sacs were the responsibilities of the inhabitants. Whatever plans were made for improving the sanitary conditions, they were never implemented because the imperial treasury in its eternal and insatiable quest for extra money annually raided the Lucknow municipal funds.
