The following measures were undertaken in the city:
  • New latrine system:

  • Walled enclosure with a thatched roof.

  • Manned by a male and female sweeper.

  • Cleaned after every use.

  • Filth removed every night by conservancy carts or donkeys.

Creating New Burial Ground

  • The Muslim custom was to bury the dead in small plots throughout the city.

  • Burial grounds were moved to the city periphery.

  • Wealthy and influential Muslim families were exempted. Keepers of private cemeteries often abused the privilege.

  • With Napier’s injunction began the era of official architecture. It favoured uniform, neat and regular shaped structures as opposed to the sporadic, self expressive, and ornate balconies, facades etc produced by local artisans. In Hazratgunj, the shops abandoned during the rebellion were renovated. All other shopkeepers were requested to reconstruct booths according to the plan.
