Development as a value
It must be stressed that development is not merely a descriptive concept it has a normative side also: development is a value. For example, as soon as possible Uganda would value to graduate to the level of India at least; India to the level of USA and Japan. Despite all critiques of development paradigm, Japan does not value to become India and India does not value to become Uganda. Except certain green extremist nobody wants to lower down standards or favor de-development and poverty. Even when traditionalists like Gandhi accepted “voluntary poverty” they fought against the involuntary poverty, or poverty forced on rural agricultural workers due to industrialization.
