Planning for welfare: The Work Plan, 2009-2014

To achieve the twin goal of development and welfare the manifesto is explicit about the following welfare measures:

• Guaranteeing the maximum possible security to each and every citizen through modernization of security forces and providing a unique identity card to each citizen.

• Modernization of defense forces.

• Police reforms including making the police services representative of the diversity of India’s population.

• Implementation of National Rural Employment Guarantee Act and enacting a National Food Security Act.

• Guaranteed health security for all. This includes covering of the every family living below the poverty line by the Rashtriya Swasthya Bima Yojana (RSBY).

• Making quality education affordable to everyone.

• Improving well being of farmers and their families.
