The present pressure by civil society groups on the Central government in india to create the institution of Lokpal to check increasing corruption in the government sector and the corrupt nexus between politicians and bureaucrats (with collusion of some members of judiciary) is an example of this.
In addition, due to increasing complexity in decision making there is an increased dependence of state on the experts. To plan, to predict the future, to collect data, to monitor schemes, to organize activities and interventions, to get people’s feedback and to conceptualize various relationships between possible determinants and consequences of problem conditions, state depends heavily on experts. Oftentimes, while dealing with cultural and religious issues the state also needs inputs from the cultural and religious leaders and interpreters.
Moreover, in the present age the role of media in informing and interpreting state policies and in generating images of state and leaders cannot be overestimated. This is a different story that media too is fragmented, and goes according to calculations of Target Rating Point (TRP) and Gross Rating Point (GRP). Here TRP is defined as the sum of each individual GRP multiplied by the estimated target audience in the gross audience and GRP is measured as the sum of ratings achieved by a specific media vehicle of the target audience reached by an advertisement. This adds to complexity of state society relationship further.
