In cities where palaces, town houses of nobility, markets, places of worship, public squares, and slums are interspersed a riot could be organized fairly quickly and the rulers would be at the mercy of the mob. Lucknow had all those characteristics and therefore it was necessary to modify the form of the city to make it less congenial for rioting. The city was rebuilt keeping in mind that it had to be safe, clean and hygienic from the ruling class’ point of view.
